The flat 90° head sits flush with the surface, and the cross recess holds a Phillips screwdriver or power tool bit firmly. The common standards are DIN 965 and ISO 7046.

M3 screws take a PH1 bit, M4 and M5 take PH2, M6 takes PH3, and M8 and M10 take PH4. The right bit sits fully in the recess, so it does not slip and damage the head.
A countersunk screw is measured from the top of the head to the tip, because the head sits inside the surface. A pan Phillips screw is measured from under the head.
